With an estimated population of 64 million people, France is the 23rd most populous country in the world. France's largest cities are Paris, Marseille, Lyon, Lille, Toulouse, Nice, and Nantes.

In 2003, France's natural population growth (excluding immigration) was responsible for almost all natural population growth in the European Union. In 2004, population growth was 0.68% and then in 2005 birth and fertility rates continued to increase. The natural increase of births over deaths rose to 299,800 in 2006.
In 2004, a total of 13,710 people immigrated to France from the rest of Europe. France is an ethnically diverse nation. According to the French National Institute for Statistics and Economic Studies, it has an estimated 4.9 million foreign-born immigrants, of which 2 million have acquired French citizenship. The European Union allows free movement between the member states. While the UK (along with Ireland) did not impose restrictions, France put in place controls to curb Eastern European migration.

According to Article 2 of the French Constitution, French is the sole official language of France since 1992. This makes France the only Western European nation (excluding microstates) to have only one officially recognised language. However, 77 regional languages are also spoken, in metropolitan France as well as in the overseas departments and territories.

The French healthcare system was ranked first worldwide by the World Health Organization in 1997. It is almost entirely free for people affected by chronic diseases (Affections de longues durées) such as cancers, AIDS or Cystic Fibrosis. Average life expectancy at birth is 79.73 years.

Driving in FranceAccording to the European Community Directive (91/439/EEC), since 1 January 1997 British Nationals taking up residence in France for more than a year do not have to exchange their British licence for a French one anymore. However if British Nationals wish to do so, the request must be done at the "Préfecture" of your place of residence. The issuing of a French driving licence implies the withdrawal of the national driving licence, which is sent back to the issuing authority (Driver & Vehicle Licensing Authority).

Registration of a Private Vehicle in France

If you stay in France for more than 6 months, you will have to change the registration of your car. Only residents can apply for the registration of their vehicle. You have to apply at the "Préfecture" of the place of your residence. To obtain a list of the required documents, please contact your ’Préfecture’. An export certificate from the DVLA (01792 77 21 51) will be required if the vehicle is currently registered in the UK.

Importing Personal Effects in the France:

As from the 1st January 1993, the control of goods entering France from a European Union country is no longer applicable. However, the identity control of persons still applies.
Therefore, no duty is payable on used personal effects, household goods, old furniture and vehicles imported for personal use, provided that their Value Added Tax has been paid in the European Union country where they where purchased.
New goods purchased free of duty will be taxed as per rate applicable in the country where they will be used. To a new vehicle purchased in another member state of the European Union, the Value Added Tax (TVA in French) must be paid in France. Vehicles acquired less than 3 months ago or having run for less than 3000 kms are considered as new. However, no French VAT will have to be paid if the French Fiscal Services are provided with the original receipt stating that the VAT has been paid and with a proof of a valid foreign registration of the vehicle.
Prohibited goods such as drugs, firearms, weapons, indecent material, or goods threatening health and environment etc...remain subject to prior specific authorization from the French Customs.
Even though there are no restrictions on antiques, they should be presented to the customs.

However, used personal and household goods must be accompanied by a certificate of transfer of residence issued by any British Local Authority such as the " Registrar of Rolls " from the City Council, the Chief Finance Officer from the District Council, a Justice of Peace or a solicitor. A residence certificate issued by the Mayor of the town where your property is situated in France may also be submitted. Bills/receipts are also to be produced as proof that Customs and Excise duty and VAT have already been paid on new goods.

Documents Required To Stay (and Work) in France 

Entry and residence of EU Nationals
British citizens intending to live in France should have a valid passport. As for other EU nationals, a work permit or a visa is no longer necessary.
According to EU law, EU nationals have up to 3 months to apply for a "Carte de séjour de ressortissant de l’Union Européenne" (EU resident permit) at the "Préfecture" or "Commissariat de Police" (Police Station) of your place of residence. The "Carte de séjour" will be granted upon production of:
-  A valid passport A birth certificates or a marriage certificate, and proof of accommodation. Proof that you pay contributions to the French Social Security scheme 3 passport photographs. A contract of employment or the necessary authorisations from the Chamber of Commerce in case of self-employment. Or if you are retired a proof that you receive a state pension (from France or your home country) Or if you are student, a proof that you have registered with a French University.
-  Or if you are married to a French National, a copy of your marriage certificate.
If you are staying for a limited duration, a resident permit will be issued for this period of time, after which your situation will be re-examined.
If you are planning to stay on a permanent basis, a resident permit will be issued for 5 years. After these 5 years, your permit can be renewed for 10 more years if you are still employed on permanent basis.
Please note that the right of residence - granted with the resident permit - can be extended to the permit holder’s spouse; dependant descendants under 21, dependants ascendants and spouse’s ascendants.
